EXACT STEPS LEADING TO PROBLEM: 

1. Post a new thread.
2. Find a typo in your thread or decide to rename due to changed content.

EXPECTED OUTCOME:
Can rename thread by, say, editing the first post.

ACTUAL OUTCOME:
Only moderators can rename threads.

OTHER COMMENTS:
This would make it easy for users to append things like [SOLVED] to thread
titles or fix typos that are noticed after posting. Reduces moderator workload,
too.
