Probably for the time after we have version 3.4 up and running:

1)
If this is the first time that you report a bug, please take a look at the <a
href="https://bugs.maemo.org/page.cgi?id=bug-writing.html">guidelines</a> first
so everybody saves time and your issue can get fixed faster.

2)
Also, please note that the scope of bugs.maemo.org are clear bugs and only very
specific, trivial and no-brainer enhancement requests. Feature request that are
too generic for bugs.maemo.org and have several options to solve them should be
filed in <a href="http://maemo.org/community/brainstorm/">maemo.org
Brainstorm</a> instead.

please note that bugzilla can _know_ if it isn't the first time someone has
reported a bug. I'd suggest that it use logic of:

[select count creation_date,reporter from bugs where reporter=user and
creation_date < eval{today - 1 week}]
=>  user_has_reported_bugs = true 

In that case, i'm happy to not show the item from 1).
