SOFTWARE VERSION:
Maemo5 1.2009.42-11

EXACT STEPS LEADING TO PROBLEM: 
1. While off, turn on the phone.
-- "enter pin" screen is presented
2. enter pin
3. Press "Next" button. (I don't know the exact text in english, in Portugues e
"Avançar" which normally translates to "Next". Anyway, it is the first button
from top to bottom in the right side.)

EXPECTED OUTCOME:
I was expecting the phone to turn one normally, with all functions including
telephony. Didn't notice the missing notification saying the pin was correct.

ACTUAL OUTCOME:
The telephony system is not activated. When you try to make a call it asks for
the pin again.

REPRODUCIBILITY:
always


OTHER COMMENTS:
Off course I've asked myself why the two buttons. Nevertheless, in Portuguese,
both buttons are regarded as proceed; although the bottom one is more of a
"complete/finish". If, in the english version, one button was "Skip" and the
other "Confirm" there would be much less confusion. But there is little chance
that Skip would be translated into a word perceived as "Next". Therefore I am
assuming the buttons are "Next" and "Confirm/Finish".

In English the buttons are
  [Skip]
  [Done]
Can you please post the exact portuguese names here?

Sure, in Portuguese the buttons are:
  [Avançar]
  [Concluído (a)]

The "(a)" is a little trick used in portuguese (and other languages were words
have genders). "Concluído" is a masculine word. The feminine would be
"Concluída". The "(a)" indicates something like "... or the feminine" which
would really only apply to situations were the subject is unknown (like a
generic form were you have a blank space for the name).

My suggestion would be
  [Saltar]
  [Confirmar]

I'm not a translator per se but here is a little table just to clarify how I
understand all these words.

Yes. "Concluído", imo, is the correct translation for "Done".

Errr, I really meant "Concluído" is the correct form for "Done" in that context
and it also is an acceptable translation.

Is this still reproducible in the latest firmware 3.2010.02-8?

In 3.2010.02-8 the only difference is that, instead of "Concluído (a)", the
bottom button shows "Concluído". The meaning of the two buttons is as confusion
as it was initially.

In english the equivalent would be to have two buttons 
  [Next]
  [Proceed].
