When I try to install from extras-devel, it now fails with an "unauthorized IP"
error message. Is it just me? The IP address in the message doesn't seem to be
mine.

For instance:

The IP is owned by Arcor AG & Co. KG / Vodafone AG & Co. KG, so I suspect that
it is your ISP proxy IP.

Why this IP gets blocked by the akamai mirror is something we need to find out.

I'm now seeing this on another network too, on another PC. It's now complaining
about 84.53.146.108, which seems to belong to Akamai.

File delivery service did a DNS update today. This explains the weird
behaviour, but doesn't fix it.
Work underway.

Actually, it just happened again:

but simply repeating the command fixed it. I guess that's the point of akamai,
and I guess that akamai has not yet fixed all its systems.

401 is coming from the (mandatory :( ) export control which is between the
origin server and akamai. The finger of blame points to Nokia File delivery
service. I re-enabled the workaround, let's hope that it helps.

Tero says that FDS has fixed their end and now everything is shiny again.

When I download a file manually from firefox, the download start in about 1
