I would like to know if it will possible to provide wireless tools such as
iwconfig and iwspy for the NOKIA N 810 ?

There is a wireless-tools package provided in the tools repository
(<http://maemo.org/development/tools/>) which includes iwconfig and iwspy, but
according to <http://maemo.org/development/tools/doc/diablo/wireless-tools/>
iwspy isn't functional at the moment.

Valid request, confirming (also resetting priority to default).

It isn't:

Nokia-N800-43-7:~# iwspy wlan0 
wlan0     Interface doesn't support wireless statistic collection

This is probably a driver (rather than tools) issue, but I'll leave the
product/component selection to someone more qualified to say.

Is there any other possibility to collect information about channels ?

I'm not sure I understand you correctly, but iwlist does work.

iwlist provides just available channels, but iwspy provides power (in dbm) of
messages received from a defined node in the network. I need this
functionality. 
Is it possible to modify the driver to support the iwspy command ?

AFAIK the best you can get at the moment is the figures provided in
/proc/net/wireless.   If you're feeling really brave you could try the stlc45xx
driver (<http://stlc45xx.garage.maemo.org/>), but I have no idea if iwspy works
with that either.

Is this still an issue for Fremantle/Maemo5? It's unlikely that Diablo will see
any fixes in this area.

No change:

Nokia-N900-51-1:~# iwspy wlan0
wlan0     Interface doesn't support wireless statistic collection

Though note that this is a completely different chip with a softMAC driver, and
iwspy support has been removed at the mac80211 layer
