This would allow more control over downloads very useful if on a cellular data
connection.
Would allow more security by the possibly of not downloading mail from WiFi
hotspots etc.

Extremely unlikely to happen without a patch contributed. Plus not that trivial
as this requires some User Interface to define it, plus linking x accounts to y
connections. Hence likely WONTFIX.
