SOFTWARE VERSION: 21.2011.38-1Tmaemo3.1

EXACT STEPS LEADING TO PROBLEM: 
1. Select "Українська", "Български" or "Македонски" as the keyboard layout in
Settings.
2. Open evopedia or qstardict and try to type anything in non-english variant.

EXPECTED OUTCOME: 
Corresponding characters are being typed:
йцукенгшщзхфівапролджєячсмитьб
ACTUAL OUTCOME:
ЙÃÕËÅÎÇÛÝÚÈÆ¦×ÁÐÒÏÌÄÖ¤ÑÞÓÍÉÔØÂ

REPRODUCIBILITY: always

EXTRA SOFTWARE INSTALLED: lots of

OTHER COMMENTS:
Russian layout is similar to the affected ones but is working as expected.

A workaround is to force UTF-8 locale:
$ LANG=uk_UA.UTF-8 qalendar

System-wide workaround would be to

# add_remove_language add uk_UA.UTF-8

and then select the new locale in System > Settings > Language... > Device
language (Both looked the same, needed one wasn't selected).

Interestingly, with pl_PL locale and Ukrainian layout the result is the same as
with uk_UA.UTF-8 locale: small letters being typed and Shift switching the
layout to English.

Can someone at least confirm it? That's just one minute of work...
