I'm not sure if this is rather a feature that confuses the user, because it
doesn't brings any benefit. I thought at first I can move the dialog on the
screen, but this is impossible. And even if this would be possible, it doesn't
make any sense, because this dialogs are modal. My suggestion: Don't react on
tips on the top bar of a dialog.

By pressing stylus on the dialog titlebar, user can see what's under the
dialog.

In some situation this is useful e.g. if dialog is a settings dialog for
something directly below it, and user wants to see what was the state he's
modifying.

This is expected behavior. Closing bug as INVALID.
