EXACT STEPS LEADING TO PROBLEM: 
(Explain in detail what you do (e.g. tap on OK) and what you see (e.g. message
Connection Failed appears))
1. Open camera from application menu.
2. Click 'Camera' in the menu.

EXPECTED OUTCOME:
I should be able to set geotagging/... options
ACTUAL OUTCOME:
I have to open the shutter before I can do this.

Nokia answered: "That is the expected behavior. Application view menu is not
accessible in the lens cover closed state. This is a WONTFIX for Maemo5."

Thanks. 
I realise now I hadn't added a concrete use-case.

I was going out on a journey, and wished to turn geotagging on, so I would have
tags for any pictures taken during that journey.

I did not however want to take any pictures at that time, hence opening the
camera shutter seemed a non-obvious thing to do.

Probably still a WONT though.
