EXPECTED OUTCOME: 
  Last FALSE should be TRUE

REPRODUCIBILITY:

The bugreport lacks information as to why this should be TRUE.
What does a TRUE there fix / prevent?

See my last line - It sends an event. 
No idea what that means though in the X-Server world. :)
