The summary says that anyone with a maemo.org account at a fixed date may vote. I'll double check that the proposed wording matches what was agreed (through neg-con) on -community --Jaffa 08:51, 17 February 2009 (UTC)

Proposed Text: community members who have maemo.org accounts for over 3 months may vote
One or the other should be clarified or corrected, because the summary suggests no 3 month requirement, but the text says there is one.
